According to the relevant regulations issued by the national telecommunication authority of Egypt (NTRA), all communication equipment used in Egypt, including terminal equipment, radio communication equipment, etc., shall be certified by NTRA.

NTRA certified product range

All communication equipment used in Egypt must be NTRA certified. Include:

(1) Terminal equipment

Various types of telephones;

Fax machine (sound connection device);

Plug in / pay phone;

LPU (line protection device);

Various types of public / private switches;

GSM mobile station and telephone.

(2) Radio communication equipment:

Radio transmitting / receiving equipment;

Satellite communication equipment;

Cordless telephone;

Radar installation.

(3) All indoor / outdoor, limited / wireless it communication equipment.

Which objects need to apply for NTRA certification?

Any person, firm, or company that supplies telecommunication equipment for the first time in the Egyptian market. Include:

Any local manufacturer or authorized organization that manufactures or assembles communication products;

Any overseas principal;

Any institution registered locally on behalf of overseas clients.

Standards adopted for NTRA certification

NTRA certification includes the international certification certificates and certification marks, including CE and FCC. That is to say, the telecommunication equipment applying for NTRA certification must first meet the regulatory requirements of CE and FCC, pass the relevant standard tests, obtain the certification and affix the corresponding marks. The standards for NTRA certification of telecommunication equipment are shown in Table 1.

NTRA certification of wireless terminal products

The frequency band of wireless terminal products shall be considered first, which must conform to the regulations of radio frequency spectrum division of Egypt telecommunication administration. CE and FCC have different certification for wireless terminal products. The products based on CE certification must comply with the relevant coordination standards of R & TTE Directive on electrical safety, electromagnetic compatibility, radio frequency and personal safety, and obtain the review certificate or opinion of the European Union notification Agency (NB). Common coordination standards include: the product name, model, software and hardware version, frequency band, power, standard, test report and technical document number will be indicated on the audit certificate or opinion. FCC mainly considers the compliance of electromagnetic compatibility, radio frequency and personal safety. Products based on FCC certification must comply with the relevant provisions of 47 CFR Part 2, Part 22, Part 24 and other chapters, and apply for and obtain the audit certificate of TCB.

NTRA certification of telecommunication terminal products

For the telecommunication terminal products connected to the public telecommunication network, CE certification mainly considers the contents related to electrical safety, electromagnetic compatibility and performance. It needs to pass coordination standards such as en 60950-1, en 55022, en 55024, and interface performance test standards such as tbr21 and tbr38. The mode of certification can be self declaration or Nb certification. FCC mainly considers electromagnetic compatibility, electrical safety and other aspects, which need to comply with the relevant provisions of 47 CFR Part 68. Through such tests as tia-968-a, the certification mode can be self declaration or TCB certification.

NTRA type approval application

Submit the application form on the website of the National Telecommunication Authority (NTRA) in Egypt;

Import / production license issued by NTRA;

Detailed original cataloguing, technical data and equipment instruction for system description;

The test report on whether the equipment conforms to the relevant standards in telecommunication / radio, EMC, EMI, safety and health, etc. issued by the manufacturer's declaration of conformity or recognized test laboratory;

Certificate of origin from the manufacturer;

The cost of type approval;

The terminal equipment needs two samples for testing.

NTRA type approval certificate

(1) The competent authority shall issue only one type approval certificate for equipment of the same trademark and model when the equipment meets the following requirements:

The applicant must comply with the requirements of the type approval regulations

Telecommunication equipment meets all relevant requirements

(2) The type approval certificate indicates the certificate holder, the approved equipment, the standards to which the equipment conforms, and the origin of the manufacturer and the manufacturer.

(3) If unauthorized modifications are not made to the approved equipment, there is no time limit for the type approval certificate.

(4) The type approval certificate does not authorize the use of the approved products providing telecommunication services to others, and stipulates that the certificate can only be used by the certificate holder. In any case where a license or Telecommunications Act no.10/2003 license is required, approved products should not be combined.

Factory review and pre shipment inspection

Factory review is a part of the type approval procedure, which means that the laboratory should check the relevant certificates and documents provided by the manufacturer when applying for test certification, as well as the production site of the equipment applied for. The certificate must conform to the production and business scope of the manufacturer recognized by the ISO quality system certificate. If necessary, the laboratory shall review the manufacturer's product consistency and quality testing ability.

Pre shipment inspection refers to the pre shipment verification arranged by the authorized institution according to the factory review and test certification results, including the conformity of products and samples to be shipped, sample quantity, etc. If necessary, the authorized institution can carry out relevant tests on the products to be shipped to ensure the authenticity and effectiveness of the conformity of the products to be shipped.
